Two crates on the rear rack: You could join the two together by something, like seat belts or that 1" webbing. I think that way you can just hang them on and the weight would keep them in place. maybe a small welcro in the front to keep them from sliding back.
What sort of surface do you normally ride on? If you do not deal with mud sand or deep snow you could look into a small wheeled bike, folder or "shopper" type. Low stepover, plenty space for luggage abowe the racks. Low center of gravity.
