This annoys the hell out of me because, while 99% percent of them are on top of their game ( by that I mean they aren't homicidal...) the other 1% didn't see me (probably because they are looking at their GPS or something.) or would like to scare the bejesus out of a cyclist.

You just never know when an innocent rolling car is going to drive right into you.
