These kind of "flaws" have been pointed out on the forum before. I have a couple Raleighs that have some "errors" in construction. But they ride straight and have lasted 40 years and still going strong. But to put out a hand brazed frame, chrome it, paint it, apply graphics, etc. and sell at a set price point, I think Raleigh did well, very well.

When new that bike sold for less than $200, with a hand made frame. Probably a very difficult lug to braze and finish well also. I don't think the quality control when this bike was built could be to tight as they would be throwing out a good number of frames. Especially when you consider this was a low end bike.
