That's fine if you're comfortable with government being in control of our personal lives. Sure, we need laws and protection from harm, but fining bicyclists? I think it would be better to put effort into advocacy and training rather than punishing. The problem is that when government gets too big and starts controlling its citizens more and more, it historically does not know when to stop. I say educate cyclists, but don't control them with threats.
