DT shifters don't indicate where the bike was made, at all.

They do indicate a decent bike, as the cheaper bikes (especially Schwinn) always came with stem shifters. This one looks from the early-mid 1980s. Unfortunately the photos are way too small and grainy to tell anything else about the bike. Flat bars would be a big turnoff for me.

Based on what I can see, I doubt this bike is worth $150. But without better photos or more info it's impossible to say.
