A lot of lugged steel Schwinns from that era were made in Taiwan. Typically, the higher end ones were Japan. Look for a country of origin label. Taiwan usually means Giant, who had a distinctive serial number on the non-drive side rear drop out. Giant tended to make the lower end, recreational models.
Stem looks dangerously high, missing its drop bars, condition looks like it needs some TLC.
Those top mounted shifters showed up on many mid-range models. The bottom end stuff tended to have stem shifters. For example, 1984 Super LeTour and LeTour Luxe both had top mounted shifters. Most of them were braze on mounted, so if yours is clamp on, it could be a modification, and bike could be lower end.
Unless you are in a hot market, due to condition, I would keep on looking.
