I think you are trying to turn the back of the horn. This is not what the instructions are talking about. There is a small dial that is there to pinch down the air line some to change the volume. It is on the side of the horn. Wouldn't think this is the problem as I've never really noticed that it makes much difference. Are you sure something didn't get into the horn itself? Apparently, this is a fairly common problem.
