The style of seat stay top "caps" or eyes is of the cut and fold type, indicating production, other details such as the lack of stress relief at the base of the seat lug slot are in keeping with this.
Not knocking the bike, just it is going to be a challenge to figure out its pedigree.
The loops at the bottom bracket and the placement of the frame number suggest to me that the frame originally had some type of over the top of the bottom bracket shell shift cable routing.
Drain port drill hole and cable loops done probably just prior to respray.
