Not knocking the bike, just it is going to be a challenge to figure out its pedigree.
The loops at the bottom bracket and the placement of the frame number suggest to me that the frame originally had some type of over the top of the bottom bracket shell shift cable routing.
Drain port drill hole and cable loops done probably just prior to respray.
