Since it's college students getting killed, you don't think those colleges have a duty to their students to see to their safety? Speaking as someone who lives less than a mile from the last two fatalities, the majority of the bikers in the area are students, and they are students who don't know how to ride in traffic.
If not the universities, then who?
A few possibilities come immediately to mind:
- Friends
- Family
- Cycling safety advocates
- Campus organizations
- Transportation departments
- and even the individual cyclists themselves
