They're called "pogies" or "moose mitts". Stroll on over the Winter Cycling and read about people who commute in Alaska and other areas where the temps regularly go below 0°F. Not a thing wrong with those mitts as they allow full dexterity on all your controls while still keeping your hands nice and warm.

they make these for kayaking too. They really keep your hands warm and are very popular amongst sea and river paddlers.
