Car detector rear light?

I wonder if it's a good idea to use like a solar sensor as a light sensor and have that rigged through a control system so when it senses car headlights a 1/4th mile behind you at night, it automatically overvolts your rear lights or switches on additional lights to catch some attention.
I mean, do you really need 50 LED's when there aren't any cars behind you (which I'm sure happens a lot out there).
Yea yea I know, don't tell me it won't work for drivers with no headlights.

I'm just wondering if this is an idea worth wasting my time at work on (otherwise i'll actually have to work) or if it's another brain fart...
