according to the OP he identified them as "teens" so we'll assume he either was told by police they were teens or he just assumed it.
the OP says police found the two teens with the bike which if true would mean at the very least the teens found with the bike were in possession of stolen property and trying to sell it. no witness ID is requiered in that case.
however, it stands to reason that the police had the OP do a field ID and most likely the teens detained for being in posession were the same ones as those who stole the bike from OP. again, no issues with witness ID would be present here.
maybe the OP left out the possible fact that the two teens found with the bike were different than those who stole the bike. since the OP didnt state that i'll assume its not the case.
i believe the reason he left out a more accurate and detailed description has something to do with racial sensitivities.
personally i am 96% certain the suspects arrested were hispanic appearing.
