Eh, disagree. A bottom bracket is a wear item, and external bearing brackets can go pretty often especially if ridden in the wet. I would definitely get the tool since there's a good chance you'll have to remove and install a new one at some point during your bike ownership.

Headsets, especially modern cartridge units, only need to be pressed once per frame, so long as you can source replacement cartridges down the future.
