It looks to me that the wire goes to a bottle generator on the NDS seatstay. While I'm no expert, most of the superbs I've seen have the dynamo in the front hub rather than the rear. My guess is that it's a ladies sports (with a funky chainguard .... reversed???)
In that condition, $200 is pushing it because it needs some work... even in NYC where there's a big market and these types of bikes move pretty fast.
EDIT: Also, that front fork is bent. That lowers the price for sure.
