If you are going to get a new wheel I would recommend 700C if the brakes will reach. The only reason is that you'll have a much wider choice of tires.

I commute daily on awful streets. Some are "paved" with irregular rocks. One of my commuters is a Trek touring bike with 700x42 tires. They are huge but they'll handle just about anything.
