Actually, the tires fit perfectly, 35mm tires is the perfect size for 19mm rims, I did thousand of miles with a similar setup (Same tires fitted on Rigida Superchromix 622x19mm )

If you look at this compatbility chart (http://sheldonbrown.com/tire-sizing.html) it's OK for 28 to 44mm tires
