It's an RRA with a replacement fork and cosmetic surgery from a framebuilder. The bottle cage braze-ons are the tipoff, not to mention the lugged seatstay bridge. The repaint is a healthy clue too, and - far as I know - the RRA was the only Raleigh of this era to feature Campagnolo's 1060 Sport vertical dropouts.
