I'd agree with Kurt (I own a '73 RRA as does miamijim). RRA frame with braze-on shifter bosses, BB guides and bottle bosses added. Kind of surprised they didn't do the top tube cable guides while they were at it.
The CC cutout in the BB is a sure clue as to it being a Raleigh, as well as the holes for the Raleigh headbadge, etc. The crank is probably original, as are the derailleurs. If it were mine, I would restore the paint/decals to original or similar. You can get decals from hlloyd in England. He did a set of the RRA for me as well, though I haven't used them.

Yep. All it needs is Weinmann 500 brakes and Maillard 700-hubbed wheels to be back to OE. Can't help on the wheels, but I'm pretty sure I have a pair of black-ano 500's kicking around in the basement. PM me if you're interested.
