I think you just need an angled up stem. Distance from nose of saddle to bars looks LONGER already to me on the Cannondale, may be just the way the pic was taken. But you have a significant drop from the saddle to the bars on the Canny, whereas very little drop on the Pug.

I would take another pic, this time, crouch down a bit, to be level with the Pugs top tube.

Check out one of BGs bikes, she uses upward stems (whatever you call them) on just about all of her bikes. Easy enough to nab one off a donor MTB.

This is probably one reason I am more comfortable on my drop bar MTB, as the stem puts the bars quite a bit higher.

You can see the bars are higher than the saddle on the Cimmaron:




And lower than the saddle on the Katakura:
