Ahh, okay. It is most likely your dampening adjustment. If you find that the fork does not actually have a lockout, twist that to the + until it stops, and that will be the stiffest setting.
Check the top of the other side - anything there?

It is worth checking with the shop, if you find the fork does not have a lockout. Say "ummm, the specs show a lockout, but this does not have one. I need to lock out for my paved riding and thought the bike had one." You may get a fork swap out of the deal.
If you have no intention of riding in the dirt, it is a good opportunity to swap for a rigid fork.
