My city removed the pay-heads from the downtown parking meters and placed a circular thingy-bop on top to facilitate locking bikes to them. In one fell swoop they simultaneously encouraged bike use by providing something to lock to and discouraged it by further subsidizing car use (Free Parking!).
They also put some artsy-fartsy racks in the street in a few downtown locations. The little concrete curbs and plastic bollards that are supposed to protect these racks have been nearly destroyed by wayward motorists. If the racks begin to be used I don't think it will be long before the bikes that are parked in them are similarly destroyed.
When the new library was built six years ago they did include covered bike parking near the entrance. It was well done and now that people are not allowed to hang out and smoke at the racks one can even use them. Also, the security guard who enforces the no smoking ordinance also prevents the formerly prevalent bike theft and vandalism from occurring.
Overall, the city is doing a good job meeting demand on its property. However, since there is no ordinance requiring bike parking facilities at private businesses there is still a problem at places like grocery stores. I vote with my wallet as best I can.
