It was actually an official that explained the solution to me at my son's first race. I was worried that it wouldn't be acceptable, but that's what they told me to do. They can always check top finishers after the race as well, so I think you'd have to be really cranky to not accept this solution.
Also depends on the event.
Locking out ratios is fine at club level, not for state or national titles.
