Armstrong is still fighting to keep the details of his ongoing 'whistleblower' suit with Floyd under wraps. I believe as of two weeks ago his laywers failed in their final attempts, so he will be eventually called to testify and be vulnerable to perjury charges at that time.
Since it now looks like he will be forced to, this is all simply an attempt to gain maximum benefit from a preemptive confession.
