Hey!!! Maybe you just hit on the solution!

More ER's to treat gun shot wounds, OD's, and flu's... And, if we had enough of them, we could even use them to treat obesity, high blood pressure, high cholesterol, heart failure, COPD and all the rest...

... Or, maybe not.

Frankly, I think the one "solution" we can safely rule out is 'more of the same'...
