OP: Really have to agree with others; Get a couple of pictures posted and then someone might be able to give you a rough wag of the cost. A real estimate would require getting all the paint off the joint and a close hands on inspection. I really have a basic dislike for seat lugs in general...for me they have been more of a PITA that even bottom brackets (others view the BB as the tough one and I can't really disagree with them). And repairing either is, well basically a lot harder than the original building). I make it a point to tell owners to always keep a seat post in their frame as the best insurance against damage in storage, when handling or when shipping.
