You need to use the test button and make sure that they sensors for the speed and cadence are correctly lined up. As said, the user's manual will tell you how to do this.

You're describing the EXACT same symptoms that I experienced after replacing pedals and nudging the sensor just a hair. Realigned the sensor and it worked perfectly!
