Will a disc brake go with this fork?

Hi,
I have recently bought a Focus BlackStone hybrid. It came with RST Vogue fork. Bike itself is made in 2006 and I believe that the fork is an original part. I'd like to put some kind of disc brake (whether mechanical or hydraulic I have not yet decided) but being a total newbie in this topic I'm not sure if it is even possible.
Below is a pic of a place where normally a disc brake would come:

One hole has a rubber cap which can be seen on the pic. The same combination is on the other side which makes me worry this holes are for mudguards or such. Both holes are threaded. Additionally on the fork (upper left side) there is a welded piece onto which a cable housing might be clamped, so maybe there is some hope for disc brake?
I've tried to look this issue I have somewhere on teh Internets but with no success. It all does no look like a PM or IS to me and so I turn to you all, kind bikeforums.net users for help and advice.
