I'll check with the local used bike shop and see if they have any old, longer quill stem. I definitely don't want to invest more on this bicycle apart from routine maintenance. The frame is actually bent; nothing is cracked, though.
Kalloy riser stems are all of $15 new -- well worth it if you want to make a too-small bike fit more like a bigger one:
