Chainring Repair question

So I got this crank set recently and installed it on my bike:

unfortunately, the inner chainring has one or more bent teeth that is causing the chain to skip and derail. I've tried fixing it on the bike, but no luck so far. It's a cottered crankset, so I'm not eager to remove it.

should I keep trying to fix it on the bike, or should I remove it first?
