Since this is in the commuter section, I'm going to vote for buy the tools and DIY as the long-term cost saver.

One or two wheels needing truing, go to the bike shop and pay somebody else. But if you're commuting, particularly in the dark, you'll find lots of potholes the hard way. Some of them are likely to knock a wheel out of true. I usually find 3 of 4 wheels (on two bikes) need truing each spring. Even with only one bike, you'll save money by next year if you do it yourself.
