I flipped the sides that the washers were on (the serrated washer on the one side, and the star washer on the other), and that seems to have helped. Closer inspection, however, shows that the chainwheel is apparently slightly bent, so the chain tension varies dramatically, which may explain a couple of the issues I've run into in the past. I may know of a source for a new crankset for cheap, though...definitely something to look into.

I tried the pliers on the shifter spring, and it worked beautifully...the shifter now clicks into each gear the way it should.
