I think they help maintain the shape of the saddle, which isn't quite as stable as a standard B17 due to the cut-out- the sides tend to flare out over time. My Imperial came laced as well, but didn't have any extra laces. I have replaced the original (it broke) with regular rawhide lacing, and it is just fine. I think the colored lacing is just for decoration.
