Adapting a 22.2 stem for use in a 22.0 steerer

I know I've read on here somewhere that removing .2mm by sanding, etc., is not critical as far as strength goes. The math goes like this, .02cm x 2.54" = .045", so removing that much mtl (45 thousandths) should be pretty simple. Thoughts?? I know one can buy one of these 22.0 quill adapters http://www.ebay.com/itm/French-bicyc...item35c3c86d03 but why bother if adapting an existing 22.2 will work fine?
