it definitely has some features that make it look like a cannondale. Can we see a shot of the frame size decal? But Cannondale touring bikes were all made in the USA, the size decal was different, the derailleur hanger was different (2 small screws, never the chainring bolt style), and the old cannondales had bolt on DT shifter bosses and the newer ones had cable stops. I am not sure if there were transition years where they welded bosses on. What does the underside of the BB look like? The head tube style decal at the base of the ST doesn't seem right either. Additionally, the decals look like that are on top and Cannondale decals are almost always under the clear coat. The more I look at it, the more solidified I become on my fake position.
