The symmetry of these threads on both legs of the fork and the fact that the threads on the top and bottom are not oriented the same way points to no. There does seem to be more material than would be expected around a "fender" eyelet though.

Either there's some funky model specific caliper adapter that you may or may not be able to order or you're out of luck with this particular fork.

If you're ok with a rigid fork you can get one of those pretty cheap from Dimension, Kona, Surly, etc... See if you can find the axle-to-crown and rake specs for the Vogue to find the closest match.
