Those brake calipers are plain sad. I had some on a budget road bike and they MIGHT stop you if its dry and you aren't going overly fast. Otherwise they need to be replaced, which is probably going to cost more than the bike is worth anyway. I'd bet the hubs and bottom bracket are also as cheap as possible. I'd pass and just get a better bike second hand.
