If it's a rider for you I definitely would go for clinchers. I wouldn't bother upgrading the shifters to index until you've ridden it and have a feel for the ones you have. I am glad I learned on friction shifters as I feel it gives you a better feel for your gears. Put some miles on it, you can worry about upgrading things later. What upgrades were you thinking specifically?
