I had a small hairline crack form on the HT between the top and down tubes. Seemed mostly like a paint crack. LBS took photos and showed Cannondale and next thing I knew I was getting a new frame. Very impressed with the shop for taking the lead and also with Cannondale for just swapping it. Seems they would rather exchange than deal with possible liability. Seems odd that your LBS wouldn't do something similar and see what Fuji says.
