Keith, seems to me you should come up with kind of a target spec for your fork. If you can identify what are the characteristics that would be best for you, you can understand what compromises you'll have to tolerate when you see what goods are available.
Questions:
Desired rake and trail?
Wheel/tire size, especially tire width and wheel radius with inflated tire?
Brake type?
Height of headset off the ground when finally installed - do you need the frame to run level?
Fenders?
Front loading?
Lights/mounts/braze-ons?
Material goals or contraints
Fork crown appearance
Necessary clearance between fork blades
Necessary clearance between tire and the underside of the fork crown at closest point.
This may sound unconfortably like engineering, but actually it is engineering.
