I remember reading articles about this a decade ago in NewScientist. The people evaluating it then were not optimistic that it would save many lives and I tend to think they are still right.
I think the marketing is a smoke screen anyway. All of a sudden car manufacturers are worried about hurting cyclists and pedestrians? Those external air bags are designed to keep objects (people, deer, moose, highway signs, trash cans) from entering the vehicle through the windscreen and harming the idiot strapped inside gazing at his/her GPS, phone, OnStar, TV, kids, fingernails, or other shiny objects.
