+ 1,000,000. The tire is perfectly safe. If a tire is cut enough to present a risk of blowout, the pressure will pull the cut open making a visible (and feelable when riding) bulge. Sometimes (rarely) the inside of the cut can cause a pinch puncture, but a patch will prevent that, as will a piece of electrical tape.

OTOH, if on inflation to full pressure, the tire spreads visibly, it's days are numbered, so buy the replacement now.
