I did that for a while on my LHT. I mounted a stem and cut a spare drop bar to just the straight part of the tube, installed some bar plugs and then used it to mount my handlebar bag (Arkel med bag). I liked it quite a bit, but did find that by putting the extra weight even that much farther forward that I was unhappy with unwanted the steering inputs. I had the handlebars on top with the stubby bar below. If you like your bars lower you could put the stubby bar higher and use it for lights/computers etc, but from my perspective while riding I wouldn't have been able to see anything on that bar very well.
