That's a nice bike and in good shape- brings back memories- I put a few like her together back in '73 and '74 in a store in Indianapolis that carried Motobecanes- The mixte is regarded highly among women's frames due to the design which offers lateral strength with the seat stays crossing on either side of the seat tube- as opposed to those frames which join one tube there--
Yes- that one would be just slightly newer judging mostly from the crank- so your dating of 1976 seems most plausible- I also had a similar Avocet gel saddle back in the '80's- and think that may have been added later- I've looked for a replacement because that one was so nice and I don't recvall when we parted- too bad yours isn't in better shape-
Most of those parts will clean up nicely too- the slight corrosion on the alloy will come off with steel wool or soap pads- and solvent will dissolve most of the rust otherwise- like WD-40
anythjng else you may want to touch up a bit unassembled with some Metallic Chrome spray paint- which dries about as shiny as alloy usually is- it really doesn't look like you'll need that-
I'd put some colored tires on-
like these:

or these

with the alloy rims the 27' wheels are really pretty good for sport riding- or you could go to 27 x 1 1/8" tires for an even better rolll
