If the cop didn't already offer an explanation for his statement: "I'm not here to cite anyone or judge who was in the wrong.", as you're reporting it, will you be asking him or the PD for such an explanation?
Also, since you did have him fill out an accident report, did he report in it, comments you say the person driving repeatedly made to yourself and the cop?
