I don't know that there any general guidelines. It's where the judgement born of experience comes into play. Often decisions are made basied on familiarity with specific rims, and unfortunately I've never built that rim so I can't offer specific guidance. But I can tell you that if you use 2mm plain gauge spokes on the left, and if there's a tension ratio of 6:10 or so, you're going to have problems getting adequate tension on the left without going very high on the right.
Also if you're pushing the maker's max tension, using plain 2mm spokes will make things worse. Unless you can find data supporting 120kgf or more as max tension, I urge you to use DB spokes, or at the very least 2mm plain on the right and 2mm DB on the left.
Possibly MrRabbit will join the thread and might be familiar with the rim, but I wouldn't be a all surprised if he also said you might be using too much spoke for the rim.
