I have seen him get upset with runners on sidewalks that were busy. I've never seen him upset with the horse and buggy rigs we've encountered in the heart of Pennsylvania. He's completely content to share the road with them. In terms of your second question, you'd have to ask him. I suspect his argument would be that if you allow cyclists to work on getting faster on public roads, it would be discriminatory to not let drivers do the same. But, this is just a projection on my part of what he might say. I don't really know what his response would be.
