I suspect his argument would be that if you allow cyclists to work on getting faster on public roads, it would be discriminatory to not letls drivers do the same. But, this is just a projection on my part of what he might say. I don't really know what his response would be.
Details aside, I agree with the suggestion in your OP that this reflects a negative view of cycling.
