No, I believe his point was that public roads were not intended for the racing of any vehicle. His view is that they are there for purposes of transportation. As a teenager I remember his comments when he saw someone in a "muscle car" gunning the engine and squealing the tires. He'd say, "It's not a damn race track." I find it interesting that he's never had a problem with the closure of roads for a cycling event. In his view, this is the proper way to do it. Once, there was a 50 mile race starting in the town where he lives. He was very upset that there weren't volunteers at major intersections or dangerous sections of the road. He understood, due to the particular route, that closing the road was not likely to be approved. But he felt that it was dangerous and that at least having fire police or others along the route was a step in the right direction. So, I don't really think it's an anti-cycling thing. I think it's a "racing" or "faux racing" thing around others who aren't expecting or prepared for it. I'll talk with him more this weekend and see if I can dig a bit deeper.

I just remembered something else. He's remarked so many times that even his grandchildren know this particular rant, "Why do they build cars and motorcycles that will do three times the legal speed limit? Is anyone going to buy a motorcycle and not see how fast it goes? Is anyone going to buy a 500 hp car and not see what it can do? Foolish, foolish, foolish." So, the more I think about it, I don't think it's directed at cycling. I think it's an anti-racing on public roads kind of thing. BTW, many a summer night we would go to the drag strip two towns over and watch the races. He does appreciate speed.
