Or, loop a ziptie around each chainstay, leaving them loose. run another one between the two you just set. Tighten them all up, good and snug and trim. You now have a plastic/nylon chainstay bridge to tie the fender to, with another zip tie. This works really well, and doesn't look bad, either.
