You want a bike with a 50-51cm top tube. If that matches generally everything else will follow suit unless you're real weird looking.

doing them now. but this puts her right at the sweet spot for 43cm according the measurements 49cm would be too big for her
according to this. that puts the top tube length right around her size. no?
